TOPS leadership is an assembly of hardworking individuals dedicated to the success of every project. With collective experience in the operation, maintenance and repair of turbo machinery, we can assist with anything you may need from insurance litigation to our Total Turbine Maintenance program.


Toby Wooster
Toby has been involved with high speed rotating equipment for 33 years and specifically in the gas and steam turbine industry for 24 years. He worked at Dow Chemical in the CTE group overhauling the following gas turbines and associated generators: W501 A, AA, D5; GE 7C,E, EA. He also overhauled GE and Westinghouse Steam Turbines at Dow. Toby was assigned to the Power 8 project as head mechanical representative. Toby oversaw the installation of 3 each GE 7EA units with DLN1 and one ABB steam turbine with an Alstom Generator. Toby left Dow to become Shop Supervisor at GE’s Service Center in Houston. While at HSC Toby oversaw multiple 7FA, 7EA, Fr6, F5 rotor stacks and the stack of the prototype 7H rotor. Toby assisted in helping Houston qualify to become a 7FA Center of Excellence. Toby moved into Field Engineering while at GE and was involved with 7FA, 7EA, Fr6 and Fr5 overhauls and associated generators and starting packages, as well as 7FA warranty work. Toby left GE for Calpine working as a Senior Turbine Engineer responsible for overhauls on GE 7FA, GE Fr6, SW 501 FD, W 501 D5, Alstom/GE/Siemens ST and associated H2 and Air Cooled Generators. Toby received the Outstanding Leadership Award in 2003 & 2004 from Calpine TMG. Prior to leaving Calpine Toby served as the PSM Field Service Manager for a brief period helping coordinate 7EA retrofit outages, assist with field bucket removal/installation, approve coating vendors and follow part manufacturing. Toby left Calpine for Cogentrix where he hired in as the Gas Turbine Specialist over the fleet of GE 7FA and SW 501FC units with associated H2 cooled Generators. Toby also assisted with the Cogentrix Steam Turbine fleet and associated Generators as needed.

Toby Wooster is now one of the owners of TOPS and TOPS Field Services. He has developed and continues to develop TOPS procedures that are understandable, yet provide necessary technical detail. He personally trains all Bucket Technicians and approves Millwright Foreman by spending time onsite during outages. He is involved in every aspect of the business and makes every effort to be a major contributor on each outage.


Luke Wooster
Luke Wooster earned Bachelor of Science in Business Administration from Thomas University with athletic honors for soccer, including NAIA All-American recognition. Luke has spent the last eight years in management developing his knowledge of service based businesses. Responsible for opening a new distribution branch of HD Supply, Luke trained and led a team to produce $2.2MM of sales in the first year and earned recognition for an exceptional ROI. Following a desire to return to the turbo machinery industry, Luke returned to Sulzer Hickham, 10 years after a summer internship, to accept a management position in the Core Division. Luke was responsible for estimates exceeding $10MM/month in the turbo machinery repair industry. He improved the past system by developing new, more accurate ways to track costs and labor hours resulting in increased budget accuracy by 15% within the first 9 months. Additional responsibilities included developing and maintaining relationships of both customers and vendors, and working with international customers and sales representatives to provide competitive project estimates on a global scale.

As an owner of TOPS, LLC and TOPS Field Services, LLC, Luke will provide support in sales, marketing and all aspects of day to day business operations.


Joshua Wooster
Joshua graduated with honors from the United State Merchant Marine Academy (USMMA) with a degree in Marine Engineering. He has a US Coast Guard license as a Merchant Marine Officer for Gas Turbine, Steam Turbine, and Diesel Engine. Joshua obtained maritime experience in the operation and maintenance of both turbines and diesel engines while working aboard ships. Joshua currently serves as an Officer is the US Navy Reserves. Other relevant work experience includes: shipbuilding/shipyard management at NASSCO General Dynamics, Service Engineer for Drew Marine, and Millwright for Sulzer Hickham. Joshua has passed the FE exam and is currently working on obtaining a Professional Engineer (PE) License.

Joshua currently applies his education and experience to providing quality engineering and support to all TOPS and TOPS Field Services projects.


Adam Wooster
Adam graduated with honors from Texas Tech University School of Law. He obtained 7 academic awards while in law school, including three prestigious CALI awards. In addition, he earned Business Law Certification. Prior to law school, Adam earned a Bachelor of Science in Business Administration from the University of Texas at Dallas. Adam has vast experience in business and law varying from credit and collections, contracts, accounting, and marketing. Adam is licensed to practice law in Texas.

Adam ensures that TOPS and TOPS Field Services operates efficiently, ethically and in accordance to the laws of the federal, state, and local governments that business is conducted within.
